UNCU/OCHA - UNITED NATIONS COORDINATION UNIT/
OFFICE FOR THE COORDINATION OF HUMANITARIAN AFFAIRS

The United Nations Coordination Unit (UNCU), supported by the Office for the Coordination of Humanitarian Affairs (OCHA), and located in the Resident & Humanitarian Coordinator's Office for Somalia, provides coordination services for UN Agencies carrying out humanitarian operations in Somalia.  Below is an excerpt from the 2002 program brief:

Activities

  • Provides monitoring and analysis of how economic, environmental, political and security trends impact on humanitarian needs, development opportunities and agency access in Somalia

  • Supports strategic aid co-ordination between UN agencies, donors and NGOs in Nairobi and in the field
  • Supports mobilisation and reporting of UN funding through the Consolidated Appeal Process (CAP) and other fund-raising initiatives
  • Achievements

    • Promoted sectoral strategy development and field-based co-ordination of aid operations

    • Mobilised resources for UN and NGO operations in Somalia

    • Undertook a national survey of the numbers, locations, and vulnerability of internally displaced persons

    • Enhanced coherence of UN agencies, NGOs and donors to provide operational support to promoting an environment for peace

    • Initiated a pilot co-ordination effort for establishing a UN common country assessment and UN Development Assistance Framework

    • Increased humanitarian stress monitoring and co-ordinated identification of priority areas for intervention

    • Supported drafting of the second UN Human Development Report for Somalia

    • Facilitated 15 diplomatic, press and UN headquarters missions to Somalia

    Challenges

    UNCU/OCHA intends to place more staff in accessible areas of southern, central and northern Somalia to assist in field-level co-ordination among UN agencies, NGOs and donors. While continuing to support dialogue on all aspects of policy relating to Somalia, UNCU/OCHA will also emphasise human rights monitoring and protection strategies for vulnerable communities.

    A bristling rivalry will set the very ice on fire in the Joe Louis Arena as the Blackhawks pit their wits against the rampaging Red Wings on 23rd December.
