Annual report
This report presents the progress and achievements made in Somalia by UNICEF with its partners from January to December 2001. It represents a comprehensive overview covering all programmes funded through UNICEF Regular Resources and Other Resources raised against the country programme, and through the United Nations Consolidated Inter-Agency Appeal for Somalia.
The year 2001 marked the beginning of a new three-year country programme for UNICEF in Somalia. Prevailing circumstances required flexible operational modalities, the reinforcement of different types of partnerships and prioritisation of activities based on local realities.
The UNICEF country programme operates from three geographic areas, defined as �Zones� in Somalia:

Hargeisa in the Northwest Zone (NWZ), ?Somaliland?

Bossaso in the Northeast Zone (NEZ), ?Puntland?

Baidoa in Central and Southern Zone, (CSZ)
Long-term rehabilitation and development efforts were carried out, particularly in the northern regions under the Somaliland (NWZ) and Puntland (NEZ) administrations. Various projects supported by UNICEF and other organisations assisted the administrations and worked with communities in strengthening policy development and planning. In CSZ, UNICEF implemented programmes in close collaboration with local and international partners, and in conjunction with communities.

Somalia continues to face grave humanitarian conditions characterised by a tenuous national peace and reconciliation process deepening economic downturn and an increasingly complex military context. Combined with a precarious climatic conditions, these factors continue to render Somalia a protracted complex emergency. A spate of kidnappings and killings of UN and partner agency staff in Mogadishu, together with an upsurge of conflict in the Gedo region in southwestern Somalia has seriously affected interventions by international humanitarian agencies in support of the country�s most vulnerable populations.

SOMALIA � TIME FOR A NEW APPROACH?
For over a decade the Somali crisis has represented the most complete and intractable case of state collapse. More than 12 years since the overthrow of General Mohamed Siyaad Barre, United Nations Secretary General Kofi Annan described Somalia as �one of the most dangerous environments in which the United Nations operates.� His February report to the Security Council called the peace process �stymied� and put on hold plans for a UN peace-building mission.
