FUNDRAISING
The Consolidated Inter-Agency Appeal (CAP) is a fundraising tool to meet emergency and humanitarian needs of affected populations especially returnees, internally displaced persons and Somalis belonging to minority groups.
The document is the culmination of an annual strategic planning process in which the United Nations (UN) agencies, and increasingly non-governmental organizations (NGOs), jointly identify priority needs, plan a multi-sectoral humanitarian response and appeal for funds to support it. This year (2004), UN agencies and NGOs are asking for approximately USD 111 million to support humanitarian and transitional programmes for Somalia. This is a significant jump over last year’s appeal of USD 71.5 million.
The amount appealed for has increased in large part due to the large number of NGOs – 16 in total -- who not only participated in the strategic planning process but, in many cases, presented their projects in the document. The larger appeal figure is also a more realistic reflection of the capacities of the UN agencies and NGOs operating in Somalia, as well as the need to respond to no less than the highest priority needs.
We have sought to reflect more focused and clear priorities for humanitarian and transitional programming in Somalia. We have done so by being more rigorous and consultative in our analysis. We also introduced a new project vetting process. This year, all projects in this CAP underwent both a technical and senior level UN and NGO review based on jointly developed criteria.
This process determined both the inclusion and prioritization of projects in the CAP. Please see pages 40-45 in the document for these criteria, an explanation of the project vetting process and a list of those projects that, as a result, were prioritized as directly targeting the needs of the most vulnerable in Somalia – that is, internally displaced persons (IDPs), returnees from exile and minorities -- as well as the special category of ex-combatants.
